Construction Manager

Our client, Hall Constructors (www.hallconstructors.com), is a high profile civil construction company with projects in various locations within British Columbia. They have a requirement for a Construction Manager who will be responsible for overseeing all field operations in the Okanagan. This position will be based out of their Kelowna office.

Halls' management team is made up of industry leaders who have been involved in some of the highest profile infrastructure projects in British Columbia. They have extensive experience in construction management, excavation & shoring and infrastructure. "Build on Excellence" is the center piece of their corporate vision.

The Construction Manager must be a self-starter with a strong sense of duty and thrive to complete the project to Hall’s highest quality standards as well as on time and on budget.  We expect the successful candidate to lead by example, to be a role model for our younger employees, a mentor to younger project supervisors, an excellent problem solver, to maintain a prosperous and professional working relationship with our customer and subcontractors and to demonstrate exceptional organizational and communicational skills.  You must be experienced in construction of civil infrastructure, highways/roads, underground utilities and excavation.

The ideal candidate will:

  • Possess demonstrated construction project related experience, managing both small and large projects and be at ease collaborating with multiple trade contractors.
  • Possess the ability to coordinate project cost estimates, including labour and material costs.
  • Ensure that projects are finished on time, on budget, and to the highest standards of quality.
  • Possess the ability to read civil as well as construction drawings and produce project schedules based off of this knowledge.
  • Be motivated, a self-starter, results driven, detail and team-oriented.


  • Oversee hiring of field personnel.
  • Preparation and implementation of Work Plans prior to work starting on all projects.
  • Work with Superintendents on estimates, budgets and schedules.
  • Provide general expertise to Project Managers regarding bidding, scheduling and quality control on major construction projects.
  • Provide expertise on best construction methods.
  • Review equipment and work force compliments with Superintendents.
  • Provide expertise on change orders and extra work and revised contractual agreements.
  • Provide advice on contracts, interpretation and compliance.
  • Mentor Superintendents and field staff.
  • Build positive relationships with both existing and new clients or customers.
  • Cultivate positive working relationships with existing subcontractors and identify potential leads for new sub-contractors who can complement Hall's portfolio.
  • Develop and implement strategies to self-perform and to outsource the various aspects of a project to achieve the projects objectives of price, schedule and quality.
  • Establishes a critical path schedule on the estimated milestone progress dates and completion timelines in order to meet the contract completion dates.
  • Incorporating all labor, equipment, and material data, pricing documentation, overhead and profit margins, and produces a final tender submission for review and approval of director of estimating and project management.
  • Ability to identify risk associated with contract/project documents.
  • Exceptional communication and organizational skills with the ability to multi-task and adapt to changing priorities and deadlines from multiple sources.
  • Ability to analyze/interpret customer requirements (RFPs, RFQs, RFIs, etc.)
  • Create contingencies and take actions to deal with the results of delays, bad weather, or emergencies at the construction site and ensure that all solutions are both safe and meet all applicable occupational safety guidelines.
  • Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction challenges.
  • Interpret and explain plans and contract terms to workers, subcontractors and clients.
  • Schedule the project in logical steps with an emphasis of meeting the client’s expectations while allowing the subcontractors the ability to maximize productivity.
  • Evaluate construction methods and determine cost-effectiveness of plans.
  • Inspect and review projects to monitor compliance with safety codes, and other regulations.
  • Inspect and review project to ensure work is being completed in the highest of quality.

  • Post-secondary degree or diploma in a related discipline - Construction Management, Civil Engineer, etc.
  • 20 years construction experience with at least 10 years in a supervisory role.
  • Piping experience (water/sewer/storm) is mandatory.
  • 10 years of experience and knowledge of all aspects of underground utility construction.
  • Knowledge of various construction disciplines including earthworks, grading, bridge/structure construction, highway/roadway construction, concrete works, water/sewer main, etc.
  • Gold Seal Certification would be considered an asset.
  • Must understand construction terms, scheduling and planning concepts.
  • Excellent interpersonal skills.
  • Proficient in MS Office (Word, Outlook, Project and Excel).
  • Familiarity and comfort with local construction specifications and regulatory measures.
  • Experience in budgeting, scheduling and implementation of projects.
  • Strong analytical and detail-oriented skills are critical, along with exceptional time management and problem solving skills.
  • Excellent communication skills, both orally and written.
  • Valid Driver’s license and clean abstract.
